Programme Administration Agency (PAO) is a separated body of the Ministry of Economy of RA created by the  Government decision N 1096 adopted on the 25^th of September 2008. Goals and objectives of the PAO are arrangement and coordination of the development of project proposals and implementation of approved projects in the frames of Twinning, TAIEX, SIGMA and other instruments implemented under Armenia - European Neighbourhood and Partnership instruments.

 For the implementation of its goals and objectives the PAO performs the following functions in accordance with the procedure established by the legislation of Armenia:

• Support the Government Institutions of Armenia in the development of project proposals and applications under Twinning, TAIEX, SIGMA and other instruments and check conformity of submitted documents to the quality standards defined by the European Commission;
• Receive project proposals to be implemented under Twinning, TAIEX, SIGMA and other instruments from the government institutions of Armenia and jointly with the European Commission develop annual work plan of projects to be implemented;
• Develop terms of reference for involving consultants to prepare project description (fiche) to be implemented under the Twinning instrument;
• Support the beneficiary public authorities of Armenia in the development of draft Twinning fiche which will be submitted to the national contact points of EU member-states;
• Support the partners of the project to be implemented under the Twinning instrument in the development of Twinning contract;
• Closely cooperating with the beneficiary government institutions of Armenia support the European Commission in the monitoring of projects implemented under Twinning, TAIEX, SIGMA and other instruments;
• Receive, register and review all the project documents implemented under Twinning, TAIEX, SIGMA and other instruments;
• Coordinate arrangement of discussions, workshops as well as study tours with the government institutions of Armenia and relevant EU experts under Twinning, TAIEX, SIGMA and other instruments;
• Inform the relevant government institutions and other stakeholders about the events organized under Twinning, TAIEX, SIGMA and other instruments and support in their participation at these events;
• Support in the organization and conduct of events in Armenia under Twinning, TAIEX, SIGMA and other instruments.
