The ten participating countries in the programme have established a number of bodies forming the implementation and monitoring system of the programme.
Joint Monitoring Committee (JMC)
The JMC is the main joint decision making structure of the programme. Each participating country -in the Programme is represented in the JMC Each national delegation has one voting right. The JMC is chaired by the JMA.
Joint Managing Authority (JMA)
The JMA is responsible for managing and implementing the operational programme in accordance with EC Regulations and the principles of sound financial management. The JMA for the programme has been jointly designated by the programme partners, within the Romanian Ministry of Development, Public Works and Housing.
Joint Technical Secretariat (JTS)
The JTS of the programme is envisaged to be established, in Romania by the JMA after prior agreement of the JMC. The JTS would assist the JMA and the JMC in carrying out their respective duties.
National Authorities (NA)
National Authorities are counterparts of the JMA in the programme preparation period, in the framework of which they are responsible for the coordination of the programming process in their respective countries.
Audit Authority (AA)
The Audit Authority is established within the Court of Accounts of Romania. The AA is responsible for ensuring that audits are carried out annually on the expenditure and accounts of the JMA. For IPA funds in Turkey, a designated Audit Authority carries out the audits of the Operating Structure.
National Info Points (NIP)
National Info Points (NIP) are established in each participating country. Each NIP is providing information to potential applicants and partners in their own countries on the planned activities under the programme, being available for informing them in their own language and taking into account their own national context.
On June 9, 2010 took place Twinning Board meeting, which approves 6 new Twinning projects.
