Twinning procedures in Armenia are regulated by the Government Decision No. 605-N on "Preparation And Submission of Project Proposals and Applications on Twinning, Taiex, Sigma and other Tools under the European Neighbourhood and Partnership Instrument as well as Implementation of the Approved Projects" and by Common Twinning Manual and its annexes.
The first step in every Twinning project is the assessment of its needs by the BC resulting in the drafting of a Twinning Request. This request lists the main objectives and the mandatory results to be reached and must refer to PCA and ENP Action Plan, and must refer to EU standards and best practices. The request has to be sent to the Program Administration Agency of the Ministry of Economy (PAO) by the Beneficiary Administration over the relevant Focal Point.
Then the following steps are followed:
1. Preparation phase
- PAO assesses the received Twinning requests against EU criteria and Armenian Governmental Priorities;
- PAO then sends the prioritized requests to the Twinning implementation board, chaired by the Minister of Economy of the RA;
- After approval of the received requests by the Twinning implementation board and EC Delegation to Armenia, PAO assist to the BAs in drafting of Terms of Reference for Framework Contract experts to write a Twinning Fiche;
- EC Delegation decides to appoint Framework Contractors to write a Twinning Fiche;
- Once the Twinning Fiche is finalized, and once the consultations of line-Directorate Generals in Brussels has been done, the Twinning Fiche is circulated to the network of National Contact Points of EU Member States;
- Consequently, MS are invited to submit Twinning proposals outlining the required public sector expertise. Twinning proposals are then sent to the BC and after specific selection procedures it is up to the BC to choose the proposal which best corresponds to its needs;
- A last step is the selection of the submitted proposals by Selection Committee (BC and Delegation).
2. Implementation phase
- Upon selection, the Twinning partners develop a detailed work programme which will, together with its matching budget, form the basis of the Twinning contract.
- The draft Twinning contract is assessed in all its components by the European Commission Headquarters (EuropeAid) in order that it follows the Twinning Manual rules.
- After this final appraisal, the corrected draft Twinning Contract is approved and the Partners may sign that document.
- The formal endorsement by the EC Delegation in Armenia marks the legal beginning of the Twinning project.
- Key players during the implementation phase are the Partners (Armenian Beneficiary Institution and EU Member State(s) involved in the Twinning project), PAO and EC Delegation.
- Quarterly Steering Committee meetings are important to follow the implementation of the Twinning project. These meetings enable all stakeholders to check if the Project is on the right tracks and the mandatory results are achieved, or if solutions have to be found in order to overcome possible difficulties.
- External assessment at the initiative of the European Commission is likely to take place at all stages of implementation of the Twinning Project.
Adaptations of the Twinning contract are possible during the duration of the project: side-letters for small changes, addendums if significant changes are to be envisaged.
On June 9, 2010 took place Twinning Board meeting, which approves 6 new Twinning projects.
