Armenia has been a beneficiary of European Commission (EC) External Assistance programmes since 1991. The EU assistance to Armenia in the period 1991-2006 was provided via a broad range of instruments, the most important being TACIS, Macro-financial Assistance (MFA), the Food Security Programme (FSP), EC Humanitarian Office (ECHO), European Initiative for Democracy and Human Rights (EIDHR).
From 2007 existing geographic assistance programmes were replaced by the European Neighbourhood and partnership Instrument (ENPI), which covers the assistance by the European Union (EU) to all countries that lie in the direct neighbourhood of the EU. The ENPI has a broad scope combining Neighbourhood issues with traditional development objectives. These objectives will be met through country or multi-country, thematic and cross-border programmes.
In the context of the European Neighbourhood Policy (ENP), and to accelerate the process of administrative reform and facilitate the design and implementation of public policies, it has been agreed to extend the key ENPI instruments such as Twinning and TAIEX to Armenia.

On June 9, 2010 took place Twinning Board meeting, which approves 6 new Twinning projects.
