Twinning is accessible only for public administration institutions of the Republic of Armenia. This programme envisages result oriented partnership in specific areas between a public administration of the beneficiary country and the respective body of an EU-member state. 

Twice a year the Ministry of Economy of the Republic of Armenia announces call for up to three Twinning proposals that shall be submitted by each interested public administration institutions within a 60-day period.

The request form for Twinning assistance should be completed in English.

Initial assessment and compliance with requirements of Twinning requests shall be performed by focal point of each public administration body. Requests that do not meet the Twinning requirements will be rejected. The three best proposals should be selected and submitted to the PAO in due time.

Project proposals are accompanied with an official letter from the head of the public administration body.

The PAO shall assess the compliance of proposals with the criteria set forth by the European Commission. By the decision of the Government of the Republic of Armenia a Board for Implementation of Twinning Projects was established which reviews the projects that meet the Twinning requirements. The Board is chaired by the Minister of Economy. The PAO submits the qualified projects to the Board for review and for prioritization. Subsequently PAO receives the list of approved and prioritized projects from the Board and submits it to the EC Delegation to Armenia, asking to approve up to three projects in the suggested priority order.

Twinning procedures in the Republic of Armenia are regulated by the Twinning General Manual and decree No. 605-N of the Government of Armenia, approved on May 29, 2009.
