There is an increasing interest from the part of the RA State bodies to become Twinning beneficiary. Currently there are 13 ongoing projects in different stages of implementation in Armenia. The general information on these projects is presented in the table below.

Support to the Office of the Human Rights Defender of the RA

Human Rights Defender Office (HRDO)

To support the technical and organizational capacity of the HRDO of the RA to protect and promote human rights and fundamental freedoms and its development as an independent national human rights institution in full accordance with the Paris Principles relating to national human rights institutions.

France/Spain consortium selected as Twinning partner. Twinning contract was signed on 27 October 2009.

Support to the Ministry of Economy of the Republic of Armenia: Regulatory Management/Standard Cost Model

Ministry of Economy

To introduce and develop a regulatory management programme in Armenia, using the Standard Cost Model (SCM) methodology as a tool to  develop simplified and transparent administrative practices lessening administrative burdens in order to increase attractiveness to invest in Armenia.

Finland selected as a Twinning partner. Twinning contract was signed on 16 November 2009.

 

Project duration: 24 months

Strengthening the capacity of the Armenian General Department of Civil Aviation (GDCA) in the integration and enforcement of Joint Aviation Requirements (JARs), and EU aviation safety regulations

To prepare Armenia to fully integrate the European civil aviation safety system (through the implementation of all relevant Joint Aviation Requirements [JARs] and EU safety regulations) and to support close relations between Armenia and the European Aviation Safety Agency

Spain selected as Twinning partner. Twinning contract was signed on 21 January 2011.

Strengthening the Enforcement of Competition and State Aid Legislation in the Republic of Armenia

State Commission for the Protection of Economic Competition (SCPEC RA)

To strengthen the capacity of the SCPEC to better control State Aid, in line with EU experience and best practices, including improvement of the rules on State Aid through more effective procedures, better enforcement, higher predictability and enhanced transparency.

Germany/Lithuania consortium selected as Twinning partner. Twinning contract was signed on 21 January 2011.

Strengthening the Ministry of Nature Protection of the Republic of Armenia in Introduction of the Integrated Pollution Prevention and Control

Normative-methodological Department of the Ministry of  Nature Protection

To establish conditions and necessary tools for introduction in Armenia of requirements of IPPC Directive, which envisages legal and institutional reforms.

EU Delegation to Armenia announced the call for proposals. Deadline for submitting Twinning proposals by EU Member States is 28.02.2011

Support to the Department of Tourism and Regional Economic Development of the Ministry of Economy of the Republic of Armenia

Department of Tourism and Regional Economic Development of the Ministry of Economy

To enhance capacity for tourism policy development and implementation with the view of improving economic growth in the RA regions (Marzes and Communities)

Support to the National Statistical Service of the Republic of Armenia 

National Statistical Service (NSS)

To strengthen the capacity of the NSS harmonize the national statistical system with EU requirements, to approximate the Armenian legislation with the EU legislation

Denmark/Germany consortium selected as Twinning partner. Twinning contract was signed on 20 December 2010.

 

Project duration: 24 months

8 Strengthening of the Migration management system in Armenia, and establishment of a comprehensive asylum and migration data processing and communication system State Migration Service of the Ministry of Territorial Administration To align the Armenian legislation in the field of migration with the EU aquis and best practices. To enhance the capacity building of State Migration Service defining the content of its coordination function and role within the state bodies that perform migration functions. To set up a center for information, analysis and communication.

Second draft of the Twinning Fiche submitted to the partners. Call for proposals freseen in February.

 9 Strengthening the Enforcement of Intellectual Property Rights in the Republic of Armenia  Intellectual Property Agency of the Ministry of Economy  To achieve a level of IPR protection similar to the one at the EU through the reinforcements of IPR enforcement institutions in the RA

EU Delegation to Armenia announced the call for proposals. Deadline for submitting Twinning proposals by EU Member States is 18.03.2011

 10 Harmonization with EU standards and institution building of the State Inspectorate of Protection of Markets and Consumer Rights State Inspectorate of Protection of Markets and Consumer Rights of the Ministry of Economy

To support the State Inspectorate of Protection of Markets and Consumer Rights to become an efficient, professional, transparent market surveillance authority operating in line with EU acquis.

EU Delegation to Armenia announced the call for proposals. Deadline for submitting Twinning proposals by EU Member States is 25.03.2011

 11 Strengthening of animal origin food and feed safety control in Armenia   Agro-Processing and Food Safety Department,

Food Safety and Veterinary State Inspectorate (FSVSI) and

“Republican Anti epizootic and Diagnostic Center” SNCO (Central Veterinary Laboratory)of the Ministry of Agriculture
 Further strengthening and further institutionalisation of the control on the safety of animal origin food products (raw materials) and the control on the safety of the food items after proccessing those raw products

EU Delegation to Armenia announced the call for proposals. Deadline for submitting Twinning proposals by EU Member States is 30.03.2011

 12 Approximation process of EU Acquis and Policies on Judicial Cooperation and Capacity Building of the Translation Centre on Judicial Sector Terminologies and Methodologies  Ministry of Justice

To develop appropriate structures for Judicial Reform within the Ministry of Justice for effective implementation and enforcement related to the approximation of the EU acquis related Justice Sector with the support of the Translation Centre with modern translation methodologies and techniques

Twinning Fiche is approved by the EU Commission. Call for proposals freseen in February.

 13 Support to the State Revenue Committee for Strengthening of Customs Control Procedures and Enforcement in the Republic of Armenia according to the Best Practicies in the EUMS  State Revenue Committee (SRC) To to strengthen the national customs by the development of specific customs procedures including risk management, post clearance controls and audit.
